UPI payment, which has become a part of everyday life in India, is now at a new turning point. Amidst the new system regarding digital payments, the government has raised hopes regarding 18% GST on Merchant Discount Rate (MDR). For your information, let us tell you that arrangements have been made to implement MDR on some merchant transactions done through UPI. After all, what is this MDR? This is the fee that is charged under the payment ecosystem from shopkeepers and merchants accepting digital payments. The interesting thing is that at present 18% GST is directly applicable on this fee. Now the biggest question before the government is how heavy the burden of this tax will be on the businessmen of our country. This is especially a matter of concern for small shopkeepers as additional charges may increase their payment costs.
In a PTI report quoting sources, it has been revealed that the government is fully hopeful that the GST Council will re-review the 18% GST imposed on UPI merchant fees. However, it is very important to know here that till now no final decision has been taken to completely remove this tax or make any changes in it. This clearly means that at present only the old tax system is applicable and what will happen further depends entirely on the next decision of the GST Council.
Today, UPI has become the backbone for small shopkeepers and businessmen of India. From corner grocery shops to fine restaurants, medical stores and street vendors, payment through QR codes has become common everywhere. In such a situation, if MDR and the 18% GST on it are hit, then the problems of small businessmen who have very limited options to avail input tax credit may increase. However, its real and actual impact will depend on the type of business and its rules.
Complete preparations are underway to implement the new MDR system to UPI merchant transactions from October 15, 2026. Under this proposed system, there is talk of imposing MDR on some selected large merchant transactions. Amidst this big change, the issue of 18% GST on MDR has also become very heated. Just as the government has expressed hope for a possible review of the GST Council, the eyes of all the businessmen and digital payment companies of the country are now fixed on the upcoming meetings.
At present, it is a matter of relief that no official change has been finalized yet regarding 18% GST. The real picture will become clear only after the review of the GST Council and the subsequent decisions whether the public and shopkeepers get any relief on UPI merchant fees or not.
